Background

Roger Y. Williams (1866-1940) was an attorney, businessman, rancher, District Attorney (1899-1902) and Superior Court Judge (1919-1926). He came to Orange County in 1884 and was admitted to practice law in 1892, opening an office in Santa Ana that same year. Williams was involved in many of the land and water battles during Orange County’s early years. He became known as a corporation and water lawyer.

Alexander Wallace Rutan (1880-1972) was a founding partner (1936) of the Rutan & Tucker, one of Orange County’s best-known law firms. He practiced law in Santa Ana from 1908 until his death. The legal partnership of Williams & Rutan lasted from about 1908 until 1919.
